Tropical Storm Dexter (04L) battling wind shear and is weakening to a minimal storm. However, it may intensify again as a post-tropical storm with help from the midlatitude jet stream through baroclinic processes.
Southeast USA coast (40%) disturbance along a persistent trough likely will develop into a tropical system similar to Dexter and meander. Unsure about the eventual track or threats to the US mainland.
